HUDA sends notice to DMRC on City Centre Metro station

The Haryana Urban Development Authority (HUDA) has issued notice to the Delhi Metro Rail Corporation (DMRC) for not complying with the norms required for getting the completion certificate of the HUDA City Centre Metro station.

GURGAON: The Haryana Urban Development Authority (HUDA) has issued notice to the Delhi Metro Rail Corporation (DMRC) for not complying with the norms required for getting the completion certificate of the HUDA City Centre Metro station.
The Metro station located in Sector 29 had been operational since 2010 and the first train was flagged off by Haryana chief minister Bhupinder Singh Hooda.

Now nearly three years have passed and the DMRC has still not secured completion certificate which is mandatory for any property or building in Gurgaon.
A team of Delhi Metro officials had met the HUDA officials to resolve the issues and as follow-up action, HUDA had sent the notice to furnish the documents. One of the problems raised by HUDA is about the structural certificate of the Metro station.
According to the HUDA officials, the structural engineer whose certificate has been submitted in the DMRC documents is not enlisted with HUDA and the qualification certificates have not been submitted.
Another point raised by HUDA is the missing details of the labour cess in the documents submitted to HUDA. "The details of the labour cess paid and the manner in which it has been calculated as per Haryana government norms is another thing which needs to be sorted out before getting the completion certificate," said another HUDA official.
An email seeking clarification has been sent to the DMRC but there was no response. While speaking to TOI, a DMRC spokesperson feigned ignorance about the tussle between HUDA and the DMRC. "You please mail me your questions and we shall respond in two or three days because of the holidays ahead". TOI has accessed the copy of the notice sent to the DMRC on April 4 informing it about the discrepancies noticed by the HUDA officials.

HUDA sources said that the Metro had applied for the completion certificate of the HUDA Metro station and during scrutiny of records five inconsistencies were found. "These are glaring objections which need to be cleared before issuance of completion certificate to DMRC for HUDA Metro station," said a senior HUDA official.
In a nutshell, the building plan of the Metro station is not sanctioned as per HUDA records. The six-floor Metro station has a shopping complex with retail outlets, private offices and a rooftop cafeteria. HUDA had provided the land to the DMRC for both the commercial complex and the Metro station.
