GMDA
plans to conduct regular surveys of city
roads
, on the basis of three indices — roughness, peak volume capacity and
road safety audit
— to check the service quality of roads, with the objective of providing better road to Gurugrammers. According to officials of GMDA’s engineering wing, the surveys will either be conducted annually or biennially.
Roughness index is a measure of texture of a road surface. It tests the number of potholes or craters per kilometre. This
survey
will be done on all master roads under GMDA’s jurisdiction. “Roughness index of a road will help us understand its current condition and the frequency of repair required,” said a GMDA official. He added that if the number of craters on a stretch exceeds permissible limit, they will need immediate repair.
Peak volume capacity will be used to understand if traffic at a particular junction is within its capacity or beyond. In case a junction witnesses more traffic than its capacity, it would cause traffic jams, requiring both short- and long- term solutions. “In such a case, we’ll either need to widen roads or build an underpass/flyover, depending on need,” said the official. As of now, flyovers/underpasses are developed based on traffic reports, without any prior survey.
Finally, road safety audit (RSA) will help GMDA identify accident-prone zones in the city. Once complete, the authority can use the audit to identify the need for speedbreakers and signboards, as required.
In addition, the mobility plan will also help GMDA understand the need for new projects, such as underpasses and flyovers. The plan is currently under process and is expected to be out in the next few months.
“With the help of these surveys, we can identify ‘black spots’ and make necessary arrangements as per Indian Road Congress rules, to bring down number of accidents,” said the official.
