After scam allegation, MCG chief takes charge of financial sanctions for demolition waste mgmt

GURUGRAM: MCG commissioner PC Meena on Monday delegated powers to senior officials for several development works and payments for these works, two weeks after taking charge. He now holds the authority for sanction and release of funds for construction and demolition (C&D) waste management under concessionaire agreements.
Bills for C&D waste management will be routed through the additional municipal commissioner after verification by the executive engineer and assistant engineer of the Swachh Bharat Mission wing.

In September 2021, an alleged scam to the tune of Rs 50 crore in the corporation’s C&D waste management had surfaced after an RTI activist submitted a complaint to the state government.
The responsibility of implementing C&D waste management rules, including imposing penalties, assessment of the waste, its timely collection and transportation and supervision of the C&D waste plant in Basai will be done by the executive engineer (headquarters) Vishal Garg.
“No enhancement shall be allowed except with the approval of the commissioner. Time extension shall be allowed only by the commissioner...A weekly report of all estimates prepared and payments made, shall be supplied in writing, by the concerned EE (executive engineer) to the chief engineer, who will further submit a monthly report to the undersigned (commissioner) through additional municipal commissioner daily,” read the order of delegation of powers issued by the MCG commissioner on Monday.

“We have to generate more sources of revenue to make MCG self-sustainable. The delegation of power has been done keeping in mind to make MCG financially viable, give better services and work on key areas. The existing primary concerns are solid waste management, C&D waste disposal, sanitation, adequate drinking water supply, property tax collection, advertising fee and creating infrastructure for the city,” Meena told TOI.
Moreover, Meena will also be responsible for the sanctions and payments for solid waste management and all sanitation works. These bills will be routed through additional commissioner-4 Jaideep Kumar and joint commissioner (Swachh Bharat Mission) Naresh Kumar. According to the order, the commissioner will also give permission for advertisements. All such cases will be routed through additional commissioner Amardeep Singh, who was earlier in charge of the advertising department of the civic body.
The commissioner will also oversee the sanction and release of payments for all horticulture and environment sustainability work, which also includes monthly payments to RWAs for park maintenance. The bills of these works will be checked by Subhash Yadav, nodal officer of MCG’s environment and sustainability wing. Administrative approval for all development and maintenance works ranging from Rs 25 lakh to Rs 1 crore will be given by the commissioner. The payments will be released after an inspection by an engineer.
