HC sets 2-week deadline for Socorro sports complex nod

Panaji: The Bombay high court has directed the deputy town planner, Mapusa, to examine the revised plan for the pending multipurpose sports complex at Socorro and decide within two weeks whether technical clearance can be granted.

The HC is hearing a PIL by Yadnesh Sanzgiry and others over non-utilisation of the sports complex and other facilities spread over 4,500sqm, and including a swimming pool and badminton court, among others.

The PIL is seeking opening of the sports facility for the public at the earliest.

At the last hearing, advocate general Devidas Pangam told the court that the Goa State Infrastructure Development Corporation has now applied for technical approval on a revised plan dated Feb 2, 2026, which was submitted to the deputy town planner on Feb 4.

Pangam said this was necessary because of some deviations in construction from the original submitted plan, which requires to be regularised. He said that occupancy of the complex would depend upon grant of technical approval by the deputy town planner, Mapusa, on the revised plan.

At an earlier hearing, the counsel representing the petitioners told the court the petition is not adversarial and that the project was originally approved in 2013 but hasn’t been utilised for the past 12-13 years. On completion, it has been made non-operational, the court was told. Since it has been exposed for 13 years, assessing its structural stability is necessary as children will be using it, the counsel said.

In Jan, Pangam told the high court that the project has been completed and is awaiting an occupancy certificate from the Socorro village panchayat.
