HC seeks govt say over recheck of MBBS papers

Panaji: The Bombay high court on Wednesday sought a response from state govt in a petition seeking directions to the Goa University for the re-evaluation of answer sheets of 18 students of the GMC who were declared to have failed in the third year (final year) MBBS Part II (supplementary) examination held in April-May 2025.

The students, represented by advocates Abhijit Gosavi and G Kerkar, submitted to the HC that there were serious discrepancies in the declaration of results concerning the examination. They stated that 43 students answered the examination, of which 23 passed and 18 were shown to have failed. The students submitted that they were given the option of only verification and were illegally denied the option of re-evaluation, purportedly because the concept of revaluation was repealed. After verification was completed, they were again shown to have failed with no changes in marks in June 2025.

Senior advocate A Agni, representing the Goa University, said if a written affidavit in reply is to be filed, it will be filed on or before Nov 10.

The students submitted to the HC that when hard copies of results were given out, three students who had either not applied for verification and/or were shown to have passed the exam were given consequential benefits for having passed it. They stated that they are seeking re-evaluation as there was a serious discrepancy regarding the entire process of verification of the answer sheets. They aim to ensure transparency in the verification process and to ensure that no injustice is done to any students. They stated that in the process of verification, only marks are recounted, but in re-evaluation, the entire paper is re-evaluated.

In a representation to the Prime Minister’s Office, they stated that re-evaluation is permitted for various other colleges affiliated to the Goa University, including engineering, arts, science, and commerce colleges across Goa, as well as other prestigious govt medical colleges across India.

The Goa University, in its response, stated that there is no clause for re-evaluation for the MBBS course and that, as per a recent amendment, the best of two evaluations is considered for preparing the revised supplementary result, which the present batch of students has benefitted from.
