Govt set to promote 10 dySP to SP post
Panaji: The state government has decided to promote 10 deputy superintendents of police (DySP) to the post of superintendents of police (SP), and the proposal has been sent to Goa Public Service Commission (GPSC) for its recommendation.
At present, nine vacancies of SP are vacant in Goa police.
The government has sent the proposal with the annual confidential reports dossier, along with Goa Police Service Rules 2022, appointment order, relaxation order and vigilance clearance certificate.
The 10 DySPs who are likely to be promoted to SP are Maria Monserrate, Gurudas Gawade, Edwin Colaco, Nelson Albuquerque, Sucheta Dessai, Ezilda D’Souza, Sunita Sawant, Rajendra Dessai, Dharmesh Angle and Kiran Poduva.
A senior police officer said that once the DySPs are promoted then police inspectors (PI) who have been promoted to the DySP post on officiating basis will be promoted on regular basis following due process.
GPSC will have to hold the departmental promotion committee meeting to take a decision on the state government proposal to promote police officers.
With 70% of Goa police’s SP posts lying vacant, the state government had sent a proposal to GPSC to grant relaxation in qualifying service to promote DySPs and fill the vacancies, and accordingly GPSC has granted relaxation.
Currently, Goa has 13 sanctioned SP posts, out of which nine are vacant. Only four SPs — Shekhar Prabhudesai, Sammy Tavares, Vishram Borkar and Bossuet Silva — are in service. Borkar is currently posted at Raj Bhavan.
Recently, the commission recommended promotion of SPs S M Prabhudesai and V U Borkar to the senior administrative grade of Goa police service at the meeting chaired by GPSC chairman Jose Manual Noronha along with director general of police (DGP) Jaspal Singh and others.
The state government’s decision to merge the Indian Reserve Battalion (IRBn) into Goa police has created an additional 21 DySP posts. With it, the total number of DySPs in Goa police will increase to 65. Of these, over 30 posts will be filled through direct recruitment and the rest through promotion.
The state government has granted approval to the new Goa Police Service Rules, 2022. It has fulfilled the police inspectors’ long-pending demand to fill 60% vacancies for the post of DySP through promotions and 40% through direct recruitment.
