GHRC may appoint amicus in digital meter row

Panaji: The Goa Human Rights Commission (GHRC) is considering appointing an amicus curiae in the ongoing suo motu case related to the rollout of digital electricity meters, to gain a clearer understanding of the issue.
The commission took up the matter last month after several objections were raised against the mandatory installation of digital meters. The decision to explore an amicus appointment was taken during Tuesday’s hearing.
An official said that while a few names were discussed, no appointment has been finalised and a decision is expected before the next hearing on June 24.
The case currently includes three intervention applications, one of them filed by former bureaucrat Elvis Gomes.
Petitioners have challenged govt’s decision to replace all electricity meters, including those in working condition and under warranty, alleging it amounts to wasteful expenditure.
The power department, which appeared before the commission, defended the move, stating that the state has over seven lakh consumers and that digital meters will improve billing accuracy and reduce power losses.
According to the government, the project will cost Rs 890 crore, including Rs 70 crore funded by Centre. Petitioners, however, have sought an immediate halt to the rollout.
