Defying nat’l trends, Goa food prices surge after pandemic lull
Panaji: Food inflation in Goa climbed back to 5.4% in 2024-25 after a brief period of moderation, resuming the pattern of elevated food costs that characterised the tourism-dependent state’s economy over the past decade, according to Reserve Bank of India data.
While food prices have shown volatility, Goa’s experience with fuel costs was even more dramatic, the RBI’s Handbook of Statistics on Indian States, 2024-25 shows. The state witnessed fuel and light inflation of 22.5% during 2021-22, nearly double the national average of 11.3% and among the highest rates in the country.
While 5.4% consumer price index (CPI) inflation sits below the national average of 6.7%, the trajectory tells a more complex story. Goa experienced one of the most dramatic food inflation spikes during the Covid-19 pandemic, with prices surging to 11.3% in 2020-21, well above the all-India rate of 7.3%.
The state then saw an unusual collapse to just 2.6% in 2021-22 and 2.5% in 2022-23, far below national rates of 4.3% and 6.7% respectively, before prices began climbing again to 4.1% in 2023-24 and 5.4% in the current financial year.
At the start of the period in 2014-15, Goa recorded food inflation of 9.8%, significantly higher than the national average of 6.5%. As visitor numbers plummeted and lockdowns disrupted supply chains in 2020-21, food and beverages inflation in Goa jumped from 3.6% in 2019-20 to 11.3%, among the highest rates in the country. The collapse of tourism revenue coincided with supply constraints and panic buying, creating severe cost pressures. The subsequent sharp drop to 2.6% in 2021-22, however, suggests possible oversupply corrections or aggressive price controls as the tourism sector struggled to revive.
The state’s heavy dependence on tourism creates seasonal demand spikes, particularly for food and beverages consumed by the hospitality sector. Restaurants, hotels, and beach shacks drive up local food demand, creating a premium that affects prices for residents who aren’t directly benefiting from visitor spending. Goa’s small size and limited agricultural base compound these pressures.
Goa’s overall inflation picture has shown more stability than these sector-specific swings might suggest. General inflation stood at 6.5% in 2014-15, higher than the all-India rate of 5.9%, and remained elevated through much of the decade. The state saw general inflation climb to 6.9% in 2020-21 during the pandemic peak, before moderating significantly. By 2024-25, general inflation cooled to 3.5%, now tracking below the national average of 4.6% for the first time in years.
Fuel price inflation affects everything from tourist taxi fares to hotel operating costs, rippling through the entire economy. Kerala, another major coastal tourism destination, has experienced notably higher and more stable food inflation. Kerala’s food inflation stood at 8.2% in 2024-25, well above both Goa’s 5.4% and the national average of 6.7%.
Sikkim’s food inflation of 4.6% in 2024-25 sits below both Goa and Kerala, despite its smaller size and more remote location.
