Tourism dept warns hotels of fines for failing to submit tourist data

Panaji: The tourism department threatened to impose a fine on hotels and homestays that failed to submit data about tourists and bookings on the department’s Tourism Information Management Enterprise (TIME) platform. The department once again reiterated that submission of data on tourists, room bookings, and the nationality of tourists is mandatory and must be complied with using the TIME software.

“It was observed that several establishments failed to submit the requisite data despite repeated instructions, reminders and notices. In this regard, it is hereby informed that a fine will be imposed on hotels and accommodation units that did not comply with the mandatory data submission requirements on the TIME software,” said tourism director Kedar Naik. The department made data submission mandatory under the Registration of Tourist Trade (Amendment) Rules, 2022. Every person running a hotel must submit statistics containing details of the tourists on a monthly basis before the 5th of every month. The fine for non-compliance is Rs 10,000 for the 1st default and Rs 25,000 for every subsequent default.


Despite the penalties, most hotels and guesthouses fail to share data on a monthly basis, said department officials. According to the department, since April 2025, just 2,859 hotels in Goa submitted data about tourist bookings, which amounts to 30% of the registered hotels and guesthouses in Goa.

Department officials said the TIME application was introduced for systematic collection and monitoring of tourism-related data from all registered hotels, resorts, homestays and guest houses. They said the department depends on this data to compile the list of country-wise tourist arrivals for inbound travellers, and the state-wise list for domestic tourists.
