Based on a request from the South Goa SP, the tourism department also issued a showcause notice to the owner of the guest house asking why the establishment’s registration should not be cancelled.

“The department remains committed to ensuring that all registered tourist establishments comply with legal requirements and ensure safety,” said tourism director Kedar Naik.

Five men gangraped a mentally challenged woman at the Cansaulim guest house, prompting the police to write to the tourism department to cancel the licence of the establishment. During the course of investigation, the police found that the guest house allegedly accommodated two Russian tourists but failed to fill and submit the mandatory online ‘C’ forms to the Foreigners Regional Registration Office (FRRO) in Panaji, contravening Section 7(1) of the Foreigners Act. Police registered a case against the guest house manager for violating provisions of the Foreigners Act.
