7 bills introduced to regulate outdoor ads, penalty to employers
Porvorim: Seven bills were introduced in the House on Monday. They will be taken up for consideration on Tuesday.
The Employment Exchanges (Compulsory Notification of Vacancies) (Goa Amendment) Bill, 2025 proposes to increase the quantum of penalties to up to Rs 30,000 for employers for not notifying the Employment Exchange about available vacancies. An amendment has also been proposed to another section to enable state govt to seek additional information from employers about jobs likely to be created in six months, details of employees recruited against notified vacancies, and status of candidates sponsored by the exchange, including information of candidates not selected from sponsored list.
Another bill proposes, for the first time, the establishment of an authority to regulate and control the erection and placement of outdoor advertisements across Goa. It will also regulate the contents of display and prescribe fees under the Goa Outdoor Advertisement (Regulations & Control) Bill, 2025.
Meanwhile, the Goa GST (Second Amendment) Bill, 2025, proposes some new clauses such as one to provide for provision of a track-and-trace mechanism to ensure effective monitoring and control of supply of specified commodities, among others.
The Goa State Research Foundation (Amendment) Bill, 2025, seeks to insert a provision to enable the foundation’s governing council to conduct meetings if one-third of its members are present, so that it can decide on important and urgent matters.
The Goa Private Universities (Amendment) Bill, 2025 also proposes that those interested in establishing a private university should own or possess on a lease, for at least 30 years, land not less than 50,000sqm. It states that the land and other movable and immovable properties acquired or created by the sponsoring body shall not be used for any purpose other than academics and research.
The Goa Panchayat Raj (Amendment) Bill, 2025 and The Goa Homeopathy Council (Amendment) Bill, 2025, seek to carry out corrections.
