FARIDABAD/ LUCKNOW: Chief minister Yogi Adityanath said here on Thursday that the modernisation of police force along with large-scale recruitments and training, an improvement in infrastructure and efficient coordination with the Union home ministry have led to continuous improvement in the law and order situation in Uttar Pradesh.

Speaking about the 'UP model of law and order' on the first day of the Chintan Shivir, the conference of state home ministers inaugurated by Union home minister Amit Shah in Suraj Kund, Yogi said that enhancement of infrastructural facilities for the police, reforms in the police force and connecting them with state-of-the-art technology have yielded good results in terms of controlling crime and establishing rule of law in the state.

Listing out steps taken by his government in strengthening the law and order situation in the state, chief minister Yogi Adityanath on Thursday affirmed that no criminal engaged in organized crime was “roaming freely” in the state. Stressing that organised crime has ended in the state, he said such criminals are either in jail or have died in police encounters.

“This has strengthened the sense of security among all sections of the society especially women, girls, weaker sections and the businessmen,” he said at the meeting chaired by Shah. Chief ministers, home ministers, lieutenant governors and administrators of union territories are participating in the meet.

Yogi said that the crime rate in UP was falling continuously. He maintained that as compared to 2016, the incidents of dacoity have fallen by 80.31% while incidents of loot have recorded a plunge of 61.51% as on September 30, 2022. Likewise, murder and arson have recorded a fall of 32.45% and 51.65%, respectively. Under the increase in preventive action the use of arms act increased by 47.15%, NDPS act by 91.90%, Gangster Act by 43.18%, NSA by 8.98% and excise act by 57.45%

“The atmosphere of communal harmony is maintained in the state. There is harmony among all classes. All the important festivals, fairs, processions are being organized peacefully,” he declared. There is total harmony across sections in the state, he pointed out. He exuded confidence that the meeting being held under the guidance of the home minister would make a significant contribution towards realising Prime Minister Narendra Modi's resolve of making India “Ek Bharat, Shreshtha Bharat.”

The CM stressed that UP Police had succeeded in getting the maximum number of criminals punished in the entire country. “UP ranks first in the country in getting punishment for crimes against women. The state’s conviction rate of 59.1% is the highest among all the states. This is more than double the national average of 26.6% conviction rate,” Yogi said.

Underlining the efficacy of the initiatives like anti-Romeo squad and `Mission Shakti’ for the safety of women, the CM said that a strong sense of security has been awakened among women and girls. He highlighted how women beat constables and women help desks have been set up at every police station. In all, 10,463 women beats have been allotted while appointing 14,072 women police personnel. At the gram panchayat level, 10,721 women police personnel were appointed by setting up 21,382 Mission Shakti Cells, he noted.

He said that a safe city project worth Rs 194.44 crore has been approved for Lucknow. "Likewise, a state-wide CCTV scheme is proposed for all divisional headquarters, public places and educational institutions of Noida city. There is a proposal to set up 03 thousand pink booths,” he said, adding that as many as 218 Pocso courts have been constituted in the state.

The CM further said that UP ranks first in the country in the use of the e-prosecution system. As many as 26 services related to the police department are being provided to the general public through the ‘U.P.Cop’ mobile app.

“The role of police is commendable in controlling crimes, maintaining law and order and establishing social harmony. The state government considers their vital duties and takes steps towards their welfare. UP is the only state in the country to allow extraordinary pension to the personnel after the personnel injured in a police encounter fall into a coma. The ex gratia payable to the dependents of police personnel who died in the line of duty increased from Rs.25 lakh to Rs.50 lakh,” he said.
