Police told to file FIR against doctor
Update: On March 5, 2009, the Delhi high court had ordered quashing of the FIR in the case.
NEW DELHI: A city court has directedthe police to register an FIR under corruption charges against a governmentdoctor and a middleman for allegedly engineering the doctor''s transfer throughpay-offs.
Dr Balkrishna Tiwari allegedly agreed to pay "servicecharge" of Rs 2 lakh to middleman Vinod Chowdhar, who promised to help him get atransfer out of a dispensary attached to the Delhi High Court.

Buttheir deal came into the open when the cheques issued to the middleman for his"commission" bounced and he moved the court for recovery of the money againstbounced cheques.
The court, in turn, converted the cheque bounce caseinto that of corruption and conspiracy case against both of them and thedoctor''s wife, Madhu Tiwari, who had signed an agreement withChowdhary.
Metropolitan magistrate B K Garg has direct GreaterKailash police to register an FIR under the Prevention of Corruption Act andcheating and conspiracy.
While seeking court''s intervention forrecovery of Rs two lakh against the bounced cheque, Chowdhary, a Patel Nagarresident, said in an affidavit that Tiwari was transferred out of the dispensarydue to his efforts. Taking note of Chowdhary''s affidavit, the court said: "Thisshows cognizable offences have been committed under the Prevention of CorruptionAct as well as section 420 (cheating) and 120 (conspiracy) IPC."
Thecourt directed station house officer of police station Greater Kailash registerFIR against all of them and file a report.
The two cheques, drawn onStandard Chartered Bank in GK, were issued by Madhu Tiwari in February lastyear. One cheque was for Rs 1.75 lakh and the other was for Rs 25,000.
