No PUC no fuel: CM says it’s a priority step
New Delhi: Delhi govt on Wednesday said it would intensify action on the ongoing drive at pumps of not giving fuel to vehicles without valid Pollution Under Control (PUC) certificates.
This decision is being implemented permanently to ensure effective control over vehicular pollution, chief minister Rekha Gupta said.
She said govt is committed to ensuring a clean, healthy environment and improving Delhi’s air quality through sustained and comprehensive measures. “Tackling air pollution requires firm and effective interventions. This decision is a crucial step in that direction,” she said, underlining the need for compliance.
Under the Central Motor Vehicles Rules, 1989, every vehicle owner must carry a valid PUC certificate after a year of registration and produce it whenever asked to.
However, a large number of vehicles continue to operate without the valid certification, significantly aggravating pollution levels in the city.
The chief minister said Commission for Air Quality Management (CAQM) in its revised Graded Response Action Plan (GRAP) has mandated strict enforcement of PUC norms.
The framework provides for stringent action against polluting vehicles, including seizure and imposition of maximum penalties.
According to the directive, fuel will be supplied strictly to vehicles with valid PUC certificates. Accountability has been clearly fixed across all agencies to ensure zero tolerance in implementation. All petrol pumps and gas outlets have been directed to comply with the order in letter and spirit.
The food and supplies and transport departments, MCD and the traffic police have been tasked with ensuring rigorous enforcement of the directive.
Authorities have been warned that any lapse or negligence will invite strict action.
Emphasising that govt is pursuing a multi-pronged strategy to combat pollution, Gupta urged residents to keep their PUC certificates updated at all times and contribute to building a cleaner, healthier Delhi.
