Inside Kartavya Bhawan: A glimpse into India’s new Central Secretariat (photos)

Prime Minister Narendra Modi arrived at Kartavya Bhawan 3 on Wednesday to inaugurate the first building under the Common Central Secretariat (CCS) project.

Kartavya Bhawan-3 spanned approximately 1.5 lakh square meters, featuring seven floors and two basements. It housed key ministries and departments and is built with energy-efficient design to reduce its carbon footprint.

PM Modi unveiled Kartavya Bhawan-3, marking the start of a major administrative shift under the Central Vista redevelopment plan.

The seven-storey building, with two basement levels, is designed with energy-saving features and state-of-the-art IT systems.

The inauguration symbolised the transition from outdated structures to a modern, integrated central secretariat.

Ministries like external affairs, rural development, MSME, DoPT, petroleum & natural gas, and the Principal Scientific Adviser’s office find new space in Kartavya Bhawan.

The new office complex includes rooftop solar panels, EV charging points, and systems that reduce energy consumption by 30%.

Older offices such as Shastri Bhawan, Nirman Bhawan, and Udyog Bhawan are set to be vacated and demolished for future construction.

The home ministry and department of personnel, which operated from North Block for nearly 90 years, are planned to shift to Kartavya Bhawan.

Kartavya Bhawan is designed to bring together key ministries to improve coordination and administrative efficiency.

The inauguration marked the opening of the first of ten planned CCS buildings, all of which are scheduled for completion by 2027.

Alongside the Secretariat buildings, an Executive Enclave housing the PMO, Cabinet Secretariat, and PM's residence is planned.
