New Delhi: AAP govt on Wednesday said that the Delhi cabinet, in a unanimous decision on Monday itself, had formally recommended that lieutenant governor V K Saxena immediately reinstate the bus marshal system to maintain women's safety across the city's public transportation network.
Chief minister Atishi also placed an official note before LG, emphasising the urgency of the reinstatement. CM, along with the cabinet, stressed the scheme involving bus marshals falls within both ‘services' and ‘law & order' domains, which LG is authorised to oversee. Senior officials, including the additional chief secretary (ACS) for transport, reaffirmed in writing that the jurisdiction over bus marshal appointments lies exclusively with LG, reinforcing the need for his action.
"It has been made amply clear by ACS transport that the issue of bus marshals falls under the purview of LG. Till the formulation of a scheme, bus marshals should be reinstated immediately in the same way as it was before Oct 31, 2023," CM's note said.
She also placed before LG the deliberations of an all-ministers meeting held on the issue. "The issue of bus marshals and the safety of women in buses was deliberated extensively in an all-ministers' meeting held on Nov 10," she said, adding that the report of the deliberations has been placed both in English and Hindi before LG.
During their meeting, the ministers took note of the facts and suggested a way forward for LG. The Delhi cabinet highlighted that the reinstatement of bus marshals should proceed on an as-is, where-is basis, as previously practised, until the formulation of a structured policy.
The ministers took cognisance of the fact that it may take months or even years for a comprehensive policy to be framed at LG's end, but stressed that women's safety in buses cannot wait.
The cabinet said Delhi govt was prepared to provide all necessary budgetary support to ensure the programme's continuity. It also requested a one-time relaxation to allow the utilisation of civil defence volunteers as bus marshals, given their prior experience and familiarity with the role. This recommendation aims to streamline the immediate reinstatement process, ensuring that women commuters feel safe and secure on Delhi's buses, AAP govt said.
