Mentioning the payments of Rs 72.50 crore to Delhi minister Satyendar Jain, former DG of Tihar Sandeep Goel and Delhi minister Kailash Gahlot, Chandrashekhar in the letter said that in every matter instructions were directly given by Kejriwal.
"I have read the news and seen that Mr Arvind Kejriwal has tweeted that the BJP is putting me forward during election times and he wrote that I am country's biggest thug which is misleading and diverting from the issue," wrote Chandrashekhar in his complaint dated November 4, delivered to his lawyer on November 5, 2022.
He also alleged in his complaint that after he got arrested in the "Two Leaf" case, Jain started visiting him in Tihar and asked if he has disclosed about Rs 50 crore being given to the party by him.

The conman alleged that Kejriwal asked him to 'mobilize' large contributors who in turn will be given position and seats when expanded in southern states. He further added that the Delhi CM also asked to bring atleast 20 to 30 people from Karnataka and Tamil Nadu who can give atleast Rs 500 crore.
Chandrashekhar also wrote in the complaint that ex-commissioner of police, Bengaluru, Bhaskar Rao became Aam Admi Party head of Karnataka because of him as he introduced Rao to Kejriwal in year 2016.
