Besides Harak Singh Rawat, court also issued non-bailable warrant against Vinod Rawat, Shankar Chandra Ramola and Satpal Brahmchari, all leaders of the Congress party.

On December 21, 2009, Harak Singh Rawat – who was then a Congress MLA and leader of opposition in the assembly — had led a protest to the assembly against the then BJP government.

During the protest, the party members reportedly clashed with policemen that resulted in some officers getting injured.

A case was registered and 25 Congress leaders were named in the chargesheet, including former Congress state chief Kishore Upadhyay, who appeared before the court on Monday.
