HC seeks status of report on missing Ratna Bhandar keys

Cuttack: The Orissa high court on Friday granted advocate general Ashok Kumar Parija three weeks’ time to make a submission before it regarding the status of the Justice Raghubir Dash Commission report on the missing keys of the inner chamber of Ratna Bhandar at Puri Jagannath Temple and whether it had been tabled by the state govt in the assembly.The court was hearing a PIl filed by Puri resident Dilip Kumar Baral seeking intervention to make the govt comply with of Section 3 (4) of the Commissions of Inquiry Act, 1952, which prescribes tabling of the report of a commission, constituted under the Act, in the state assembly within six months of submission of the report to the govt, together with a memorandum of action taken thereon. Advocate Anup Kumar Mohapatra appeared on the petitioner’s behalf.Justice Raghubir Dash Commission was appointed on June 6, 2018 to probe the circumstances under which the keys of the inner chamber of Ratna Bhandar went missing. The commission submitted its report to the state govt on November 29, 2018. On April 25, 2023, the state govt was directed to apprise the court on July 10 regarding the current status of the report submitted by the commission. But the order has not been complied with till date, Mohapatra pointed out.On Friday, the court adjourned the hearing after the advocate general sought time and assured to inform the court about the status of the report of the commission.The two-judge bench of Chief Justice Chakradhari Sharan Singh and Justice M S Raman said, “The petitioner counsel has confined the petition in the nature of PIL to requirement of the state government to submit the report of the commission before the state assembly under Section 3 (4) of the Commission of Inquiry Act, 1952. List the matter after three weeks. The advocate general to address the court on this point.”
