HC admits PIL against illegal registration of flat sale deeds

Cuttack: The Orissa high court on Wednesday admitted a PIL seeking intervention against clandestine registration of sale deeds of flats in multi-storeyed apartments in contravention of the provisions of Odisha Apartment (Ownership and Management) Act, 2023.Bimalendu Pradhan, a resident of Bhubaneswar, filed the PIL alleging inaction of the inspector general of registration (IGR) against the illegal registration of sale deeds in projects which do not have occupancy certificates and registration of apartment owners or allottees’ association certificate.Petitioner’s counsel Mohit Agarwal pointed out that the Odisha Apartment (Ownership and Management) Rules, 2023 was notified on February 16, 2024, but the “competent authority” for registration of allottees’ associations is yet to be notified.Taking note of it, the two-judge bench of Chief Justice Chakradhari Sharan Singh and Justice Sangam Kumar Sahoo said Section 23 of the Act confers upon the state government the power to notify one or more persons not below the rank of deputy collector as the competent authority for issuing certificate of registration association of allottees within the local limit.“We have not been able to find out whether competent authority has been notified or not,” the bench said.

Motor Vehicles department resumes printing of registration certificates in Kochi

Printing of licenses and RCs was suspended due to arrears and delay in payment to Kanjikode ITI ltd. The Motor Vehicles department has resumed printing 20,000 RCs at the printing station in Thevara. MVD official emphasized the importance of RCs for commercial activities and transport vehicles.
