CHENNAI: Political intervention and unwillingness of the state government to decentralise power contributed to the sluggish implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in Tamil Nadu, said a report released by the Institute of Grassroots Governance (IGG) on Tuesday.

IGG, along with another NGO, Thannatchi, released the report titled study on planning, implementation and auditing of MGNREGS in select village panchayats in Tamil Nadu. The NGOs took sample survey in 37 village panchayats, one each in a district except Chennai, and found serious lapses including political intervention in the implementation of MGNREGS.

"There is no provision for involving contractors in MGNREGS, but recently there was a news about contractors protesting non-clearance of pending dues under MGNREGS. It happened owing to the intervention of local politicians," said M Gurusaravanan, chairman of IGG.

Lack of training to stakeholders and reluctance of the state government to share power are serious problems in Tamil Nadu, Gurusaravanan said.

He said the newly-elected panchayat presidents needed training. "It seems village panchayats are deliberately kept in the dark by the block, district and state level officials, in terms of the powers of village panchayats in implementing MGNREGS," he said.
