He succeeded Shiv Das Meena, who was appointed chairman of Tamil Nadu Real Estate Regulatory Authority (TN RERA) on Sunday, even though Meena had two months left before his superannuation.

The DMK regime retained Muruganandam as industries secretary when it assumed office in 2021, a position he occupied during the previous AIADMK regime as well. He later led the finance department before becoming secretary I to chief minister in May last year.

Muruganandam's elevation was celebrated on social media, with sections hailing him as third dalit chief secretary of Tamil Nadu after A Padmanaban and A P Muthusamy.

Soon after taking charge, Muruganandam issued an order transferring Tuticorin collector G Lakshmipathy and posting him as joint secretary to chief minister. K Elambahavath, director of public libraries, has been appointed the new Tuticorin collector. Following the appointments, chief minister’s secretaries-II, III, and IV, P Umanath, M S Shanmugam, and Anu George were each elevated one level up from their existing positions.
