The duo was produced before L Yousuf Ali, principal special judge for CBI cases, on Tuesday. The judge directed that they be remanded and produced in court on September 20. The arrests were made based on a complaint on September 5, 2011 which alleged that Kotteeswaran demanded a bribe to register an NGO, Human Rights Association, under Section 25 of the Companies Act. The official told the complainant that the process of registration was cumbersome and took him to the firm run by his accomplice Jayarani.
After a few days and completing a few formalities, the complainant was asked to pay Rs 21,200 to complete the registration process. Subsequently, Kotteeswaran demanded a bribe of Rs 10,000 and said the case would be taken up only thereafter. The person refused and approached CBI on September 5, 2011.
