Officers of the CB-CID have registered a case of rape against deputy superintendent of police (DSP), Sivaganga, Pon Karthik Kumar for cheating a woman after promising to marry her.

CHENNAI: Officers of the CB-CID have registered a case of rape against deputy superintendent of police (DSP), Sivaganga, Pon Karthik Kumar for cheating a woman after promising to marry her.
The investigating officer, additional superintendent of police Shyamala Devi, had submitted her report to the Madurai district superintendent of police on April 4, 2014, but senior police officers took no less than 10 months to give clearance to register a case against the DSP.

In her complaint, the woman said Karthik Kumar had “sexually exploited her after promising to marry her”.
Addl SP Devi’s report, which TOI accessed, confirmed police may take legal action against Karthik Kumar.
The purported delay in the transit of the file from the Madurai SP’s office to the office of the director general of police and then to the CB-CID may have given the DSP the opportunity to try to use political and bureaucratic influence to derail the case, a police officer said. The complainant is now 23 years old and her parents have been wary about the possibility of the case hindering marriage proposals, he said.
The CB-CID booked the DSP under IPC Sections 120 (b) (criminal conspiracy), 417 (criminal breach of trust), 506 (II) (criminal intimidation) and 376 (rape). They included Karthik Kumar’s parents and two others who the complainant had named.
“The case is now at a preliminary stage. We will conduct the probe without any bias,” a CB-CID police officer said.
“There are certain formalities to be followed to file a case against a serving officer,” said a senior police officer in the DGP’s office. “We forward the complaint to the home department for approval. Once after the department clears it can it be referred to senior officers for an investigation.”
