CHANDIGARH: The long arm of the law, it seems, doesn't reach some hallowed circles in the world of academia. Had that been the case the PEC teacher handed a ban of five years by Panjab University for "academic impropriety and discrimination", which tragically led to the suicide of a student, would not be around.
In fact, what is ironical is that V P Singh, the assistant professor who in April 2003 gave zero to Jagseer Singh, a fourth semester BE student, ultimately leading to the boy's suicide, is being considered for promotion.

Subsequent reappraisal of Jagseer's papers by two different examiners had overruled the zero grading given by the truant teacher and pegged the student's performance at 55 and 64 marks.
Looking at the anomaly, PU authorities had then conducted an inquiry and decided to debar Singh for five years. But PEC, which got deemed university status last year, has overlooked the dubious record and even dismissed a reminder note by an alumnus, Anand Prakash.
In a letter to PEC director Vijay Gupta, written on June 8, Prakash has expressed surprise that the deemed university has allowed Singh to teach and continue evaluating students.
Prakash, a retired chief engineer from Haryana, is also fighting the infamous Ruchika molestation case. Explaining why he picked up cudgels on behalf of the dead Jagseer, he said, "My daughter was a friend of Ruchika.
She too committed suicide after allegedly being raped by a top Haryana police officer. After that my wife and I took it upon ourselves to bring the guilty to book."

In his defence, Singh said, "Yes, I was barred for evaluation by PU for five years and I am not doing any evaluation for them. (But) PEC is now a deemed university and has nothing to do with PU. I have already discussed the whole issue with the director.
I had also presented the facts before the governor and the case was closed on merit. There was some manipulation to put me in a bad light. Now, as my promotion is due some people are again working against me."
