UT MC receives 27L/yr bid to manage Sec 16 Rose Club
Chandigarh: The Chandigarh municipal corporation (MC) has received highest bid of Rs 27 lakh on an annual basis for the operation and management of the Rose Club located in Sector 16 on a public-private partnership (PPP) mode for a period of 10 years. Since the MC's engineering department has shortlisted the agency with the highest bid amount, the matter will be placed before the members of the general house during the monthly meeting for discussion and subsequent approval by the members."Since two agencies showed interest in the Rose Club project and applied for the same, the officers concerned in the MC's engineering department first technically and later financially evaluated them as per the laid-down terms and conditions. During this process, one agency showed interest in the project by placing a bid of Rs 27 lakh, which was higher than the another agency. Now, since the matter is directly related to finance and policy, it will go to the house members during the monthly meeting. The matter will be placed by the concerned wing of the engineering department," an official told TOI.
Sources in the civic body revealed that, besides operation and maintenance of the Rose Club, the agency selected will also carry out a one-time complete renovation of the club to make it fully functional with an aesthetic look."Since the club is not functional currently, the MC is bearing a significant amount of money and also planned over rupees 1 crore for the renovation of this closed building. Thus, it seems that the quoted amount is good for the civic body authority, as it will give over rupees 2 lakh revenue to the MC every month without any single penny of expenditure. However, since this is a major financial and policy matter, the final decision will be taken by the members of the general house," sources said.As the Rose Club is a heritage building, falling under the core heritage area of the prominent northern sector of Chandigarh, the selected bidder will be allowed to conduct structural repairs, aesthetic renovations, and repairs, but without changing the basic design of the building. The agency will provide services such as a restaurant, café, gaming zones, a library, a gymnasium, and event spaces while maintaining the character and cultural integrity of the premises. Importantly, no permanent construction is allowed without approval, and only non-permanent installations will be permitted.
