Static surveillance team in-charges given magisterial powers: Mohali DC
Mohali: To keep a strict vigil on election expenditure and curb the use of unfair means, static surveillance teams would be made active Tuesday onwards in addition to already working flying squads, said Mohali DC-cum-DEO Aashika Jain.
“Each constituency will have three teams to keep round the clock vigil. The team in-charges have been delegated with magisterial powers to take prompt action.

They have been directed to remain in touch with their sub-divisional magistrates-cum-assistant returning officers,” she said.
They have been instructed to set up nakas with the help of district police/state armed police personnel, who will be the members of the team. In the expenditure-sensitive pockets, the district police/state armed police are to be replaced by the central armed police force personnel.
Jain, while listing the importance and duties of these teams, said they will keep a strict vigil over excess campaign expenses, which include any vehicle carrying campaign material over Rs 10,000, cash more than Rs 50,000, and items that can be used as a bribe to the voters such as illegal liquor/arms, besides any other suspicious activity that can induce the voters.
Besides, cash over Rs 10 lakh would immediately be reported to the income-tax department, drugs to the narcotics bureau, liquor to the excise officials and goods to GST officials, she added.
The seizure document would also have a pro forma of appeal provision so that the person can submit the documents regarding the validity of cash to the appeal committee comprising ADC (development), ADC (urban development), and the district treasury officer.

The teams were instructed to check the star campaigners having valid documents to carry cash during their arrival to the district.
They were particularly directed to be polite while checking the public, specifically women passengers.
