State law panel sans proper premises
CHANDIGARH: The Punjab State Law Commission has a long wish list. It wants proper accommodation, regular members, adequate staff, pool car, extension of tenure and a stronger status. Importantly, it seeks salary which has not been paid till date to none of its officials, including Chairman Amarbir Singh Gill.
Sources reveal that a high-level meeting, held on December 12, witnessed brainstorming on the means and ways to prop up the sagging fortunes of the commission.

The lengthy deliberations popped out a host of ‘demands’ reflecting the desperation of the body to wriggle out of its current predicament.
The commission wants that its tenure be extended to four years from the present two. It feels that a tenure of two years is insufficient for the body of its stature to meet its constitutional objectives.
Since it has to ponder over existing laws, besides reviewing and updating them and also cater to the needs of subordinate legislation, the commission has to be an “ongoing process like the National Law Commission”. This will also ensure timely legal assistance to the government in its legislative, administrative and executive functions.
Sources disclose that another major wish of the commission is that it should be given at least two regular members and not part-time members. Significantly, the previous law commission had three regular members apart from the ex-officio members and a member secretary.
Housing is another Achilles' heel of the commission. Currently running from a seventh floor room of the Civil Secretariat, it needs and pleads for at least 8000 sq feet of quality work space.

The commission is not keen on taking premises on rent as it entails a whopping expenditure of Rs 36 lakh per annum. Also, though the secretary to the chairman and member secretary to the commission have already been appointed yet the terms and conditions of their service are still to be settled.
Last but not the least, the commission wants two pool cars as were provided to its previous version.
