Spic set to secure contractual manpower interests
Chandigarh: After getting registered on the Government e Marketplace (GeM) portal as a manpower contractor, the Society for Promotion of IT in Chandigarh (Spic) has now chalked out a detailed roadmap on how to secure interests of contractual employees and offer manpower services to different UT departments.
The Spic will manage career progression for contractual employees.

It will undertake merit-based selection of people, training, empanelment so that if an employee is dropped by one department, he can be adjusted with another; it will also take up other measures for healthy career progression of employees.

For long the UT contract employees have been left at the mercy of private manpower contractors. Contractual employees face arbitrary salary deductions, dismissal, poor training and recruitment system, and job insecurity.

“The Spic will ensure that contractual employees can be protected from such malpractices and we can ensure compliances with all the standard provisions regarding manpower management. The contractual system is here to stay so we should help improve it,” said a senior UT official.
The Spic has created a portal where the departments can put up their contractual manpower requirements. Similarly, job seekers can apply on the portal for different jobs. They will have to register with the Spic.
“There will be selection process wherein the Spic will conduct tests online and offline to determine the merit of the applicants for different jobs. On the basis of merit people will be empanelled with the Spic,” said the official.
On the basis of merit, a list of candidates will be provided to departments from which they will be able to select a person of their choice. Others will remain empanelled with Spic.
