School among 54 buildings now illegal in Hisar village
Hisar: A school established by freedom fighter Lala Hardev Sahay, a park, and a temple are among 54 buildings and properties which have been declared illegal by the public works department (PWD) in Hisar’s Satrod Khurd village. The PWD had conducted a demarcation survey on the basis of an old order of the British-era registered khasra numbers 262/1, 290/2, 291, 292/1, 293/2, 294, 295/1, 296, 297/2 and 298/1 in the village. The exercise was conducted on March 1, 2022, by Shyamlal, a retired consolidation officer of the state. In this survey, most of the land of these khasras was declared as belonging to the government and railways by the PWD. In the demarcation report, the school built in the village before the Independence by famous freedom fighter Lala Hardev Sahay has also been described as an illegal construction. Similarly, Girls Middle School established by the Haryana government, the famous Hanuman temple built near the village entrance, the 150-year-old ancient Shiva temple of the village, land of Hisar municipal corporation, office of the animal husbandry department, patwar khana, HSVP disposal plant, Vita milk booth and village pond have also been termed illegal in the demarcation report. According to the report, all these buildings are built on the government land in the old inventory (fard) made by the British. Therefore, most of these constructions are illegal, the report said. Now, several houses, shops and entire Nand market of the village face possibility of demolition. As per the elders of Satrod Khurd, their village is about 200 years old. One of them said, “At present, our 15th generation is living here. All the houses and shops built in this village situated along the Delhi-Hisar road are ancestral in which we have been living since ages. We have owned these properties for many decades.” Villagers said the population of Satrod Khurd has increased manifold in the last 100 years. The gram panchayat of Satrod Khurd had distributed the shamlat land among the villagers according to the number of men in each house and they had built their houses on it. They claimed that at the time of the distribution of land, no government department had raised any objection. They said all these properties are built on the “lal dora” land of the village. “These properties have been surveyed several times by the government. Ever since the village came under the jurisdiction of Hisar municipal corporation, owners of all the houses and shops have been paying property tax equally. The civic body has also allotted house numbers and shop numbers to everyone,” one of the villagers said.
