CHANDIGARH: The Punjab and Haryana high court on Thursday ordered sealing of the entire record of the Haryana government’s decision rejecting the HC recommendations for promotion of judicial officers of Haryana Civil Service (judicial branch) to the post of additional district and sessions judge (ADSJ). The record would be kept with the registrar judicial.
“Keeping in view the controversy, the original record received be sealed and kept with the Registrar Judicial,” the HC has ordered.
The HC has also issued notice to the Haryana government on the plea filed by some judicial officers, challenging the delay by the Haryana government to notify their promotion as per the recommendations of the HC administration.
The court, however, granted a week’s time to the petitioner judicial officers to amend their petition challenging the September 12 letter issued by the Haryana government to the registrar general of the high court, rejecting the recommendations of the high court regarding their promotion.
When the matter came up for hearing on Thursday before the division bench headed by Justice G S Sandhawalia, Haryana chief secretary Sanjeev Kaushal told the court that he had no intention of showing any kind of disrespect to the court. The chief secretary also produced the entire record and file noting on the controversy. The state government, however, refused to budge on its stand of not accepting the HC recommendations on promoting the judicial officers as ADSJs. The petitioner judicial officers are aggrieved by the inaction of the Haryana government whereby even after completing the process of suitability test including written test and viva voce as envisaged by the aforesaid rules, the notification of appointments as required by law, is not being done.
According to them, such delay is causing irreversible damage to their career, as candidates selected from other recruitment processes/sources have been appointed/ or are likely to be appointed.

Naresh Goyal remanded to judicial custody
Jet Airways founder Naresh Goyal has been remanded to 14-day judicial custody in a money laundering case. Goyal was arrested under the Prevention of Money Laundering Act and will remain in custody until September 29. He has filed applications for various privileges, including daily visits from family and lawyers, special food, and bedding. The court has requested a response from the jail regarding these requests. The Enforcement Directorate is investigating Goyal's bank accounts and properties, and will also confront him with co-founder Hasmukh Gardi.
