GPA holders cry discrimination in society share transfer

PANCHKULA: "Shares of Madanpura Group Housing Society, Panchkula, were transferred by office of assistant registrar, cooperative society, Naraingarh, to various VIP GPA holders — including the present chairman of Haryana Public Service Commission (HPSC), among others — but we are yet to get our share," a general power of attorney holder said.
The alleged "favouritism and discrimination that have been going on for several years" surfaced when some GPA holders applied for transfer of share in their name, but were denied, citing existing rules.

In a representation addressed to financial commissioner of state cooperative department, some persons, including Gurbachan Singh, Zile Singh, Risal Singh, Sukhwant Singh and Aruna Bhatnagar, said that they had purchased plots in Madanpura Cooperative Building Society, Panchkula, after investing a huge amount of money from their savings. Though GPA was done in their favour, the assistant registrar, cooperative department, Naraingarh, was delaying their application of transfer, citing a clause 4.3 of the agreement, signed between president of the society and the director, town and country planning.
As per the clause, "Owner/society shall not be allowed to transfer any of the plots to any other persons for a period of 15 years from the date of issue of completion certificate for the building".
However, the members were surprised to know that despite this clause, assistant registrar has transferred the share of society in favour of influential persons, including RD Sheokand, retired IAS officer and present chairman of HPSC, Suman, wife of RR Jowel, IAS and former registrar of cooperative societies, Hari Singh Kataria, father of former Panchkula DC RK Kataria, Aarti Dahiya, wife of former Panchkula SDM Virender Dahiya, among others.
One of the aggrieved GPA holders, Risal Singh, said the transfer of share was done in favour of total 63 persons. But the same was rejected and they were now running from pillar to post to get a title of their plot in the society.
"I am surprised how authorities can make discrimination between two GPA holders," Risal added. Assistant registrar, Naraingarh, MR Nehra, said he would be able to speak on cases, where transfer has been done, only after reading their files. Upset over the query, Nehra said, "I am out of station. I will inform you about it later."
SC Sinha, president of Madanpura Group Housing Society, said problems were being faced in transfer of share in favour of some of the shareholders, but the society had recently passed a resolution, seeking deletion of clause 4.3, so that a solution was achieved.
