Centre sets up panel on PU retirement age boost

Chandigarh: The Union ministry of education has constituted a three-member committee to examine Panjab University's proposal to enhance the age of superannuation of its teachers from 60 years to 65 years, placing the long-pending issue under formal central review.In an order dated Feb 25, the ministry stated, "The govt hereby constitutes a committee to examine the proposal of Panjab University for enhancement of age of superannuation of teachers from 60 years to 65 years."
The committee will be chaired by former UGC chairman M Jagadesh Kumar and comprises Prof Yogesh Singh, vice-chancellor of Delhi University, and Prof Renu Vig, vice-chancellor of Panjab University.Terms of reference mandate the panel "to examine and analyse the proposal of Panjab University (PU) for enhancement of the age of superannuation of its teachers from 60 years to 65 years, in the context of the legal and statutory framework governing the University." It has also been asked to assess "the implications and possible repercussions" of such a move, particularly in view of the university's inter-state character.Financial scrutiny forms a key component of the review. The order directs the committee "to examine the financial implications of the proposal on the University, including its financial sustainability, long-term fiscal impact, and the effect on faculty recruitment and promotional avenues."The panel will also analyse the proposal in light of the Central govt's 2007 decision enhancing the retirement age of teachers in centrally funded institutions from 62 years to 65 years, and the 2022 decision of the Chandigarh administration adopting central service rules, under which the retirement age of teachers in govt colleges affiliated to PU was increased from 58 years to 65 years.The issue has been discussed in Panjab University for several years. The university senate had previously passed a resolution supporting enhancement of the retirement age following deliberations in the syndicate. Given PU's statutory structure and shared funding pattern involving the Centre and Punjab govt, the proposal requires examination at the central level.The committee has also been asked to examine "issues of parity vis-à-vis Punjab govt institutions, institutions under the Chandigarh administration, and centrally funded universities and institutions."With the formal constitution of the panel, the Centre has initiated a structured review of the proposal, focusing on statutory validity, financial implications and parity considerations that will shape the future course of the matter.
