CHANDIGARH: IAS officer Vijay Dahiya, who has been named as the prime accused in cash-for-bills scam, has once again challenged the anti-corruption bureau’s (ACB) move of registering an FIR against him by serving a legal notice on the government through his counsel.

He has claimed that the first information report (FIR) has been registered in violation of the Supreme Court order passed on June 15.

Dahiya’s counsel has sent the notice to Haryana chief secretary, who also serves as the administrative head of the vigilance department. The government has forwarded the notice to ACB and sought its comments, people aware of the development said.

Though ACB officials continued to remain inaccessible, the office of the chief secretary has confirmed the receipt of legal notice seeking implementation of the order passed by the apex court and staying the investigations against Dahiya.

The ACB has so far failed to make any strong headway in the case against Dahiya.

Meanwhile, it has been learnt that ACB sleuths had on June 21 conducted a raid at Dahiya’s Sector-7 residence in Chandigarh. Officials part of the investigation said the raid, which was conducted in the presence of Dahiya’s wife and son, went on for three hours. Though exact outcome of the raid could not be ascertained, it has been learnt that sleuths took away some documents, expired passports and a few digital devices.

In April, the bureau had arrested Poonam Chopra, a resident of New Delhi, with Rs 3 lakh she took from one Rinku Manchanda of Fatehabad in lieu of getting his bills passed from Haryana Skill Development Mission, a unit of the skill development and industrial training department that Dahiya headed at that time.

Chopra and Dahiya were among three accused named in the case registered at the ACB’s Panchkula police station. While Chopra is currently in the judicial custody, Dahiya has been denied anticipatory bail by both Panchkula court as well as the Punjab and Haryana high court.
