“The social security and empowerment of persons with disabilities (SSEPD) department has failed to bring an appropriate resolution on 4% reservation in promotion for persons with benchmark disabilities. Hence, hundreds of employees are deprived of their rights,” alleged Odisha Viklang Mancha.

“The Rights of Persons with Disabilities Act, 2016 provides reservation of 4 % for persons with benchmark disabilities in appointments and promotion. States like Haryana, UP, Punjab, Goa, Andhra Pradesh and Chhattisgarh have issued notifications for the same. Despite seven years since the Act has come into force, no instruction has been issued by the Odisha government in terms of provision to Section 34 of the Right of Persons with Disabilities Act, 2016,” alleged Niranjan Behera, state president of the Manch.

The manch said in spite of the Supreme Court order, the SSEPD department has not passed clear instruction on its implementation.
