Govt aims to increase per capita income 17-fold to Rs 32L by 2047: Guv

Bhubaneswar: From Rs 1.8 lakh now to Rs 32 lakh by 2047. Governor Hari Babu Kambhampati on Tuesday underlined the govt's aspiration to raise Odisha's per capita income 17-fold and set out an aggressive roadmap centred on industrialisation, skilling and infrastructure expansion in his address to the assembly.Opening the budget session, the governor said the state aims to significantly improve living standards by cutting multidimensional poverty to 5% (from 15.68%), lifting female labour force participation from 44.7% to 70%, raising life expectancy from 70.3 years to beyond 80, and eliminating anaemia and malnutrition in line with national goals and global benchmarks.
Experts estimated that raising Odisha's per capita income from Rs 1.8 lakh now to Rs 32 lakh by 2047 would require average annual growth of around 14%, based on a 22-year compound trajectory, a pace that demands sustained double-digit expansion. This, they noted, would require rapid industrialisation, higher productivity across sectors, and continuous investment in human capital and infrastructure.The governor said under the state's Vision Document for 2036 and 2047, unveiled by Prime Minister Narendra Modi, Odisha's contribution to national GDP is expected to rise from 3% to 5% by 2047, with average annual economic growth stepping up from 7% to 9.5% through reforms in investment, execution and technology adoption. As per the vision plan, Odisha aims to become a $500 billion economy by 2036 and a $1.5 trillion economy by 2047.Highlighting the state's industrial base, he noted that Odisha currently hosts 55 operational steel plants with an installed capacity of 45.62 MTPA, 23% of the country's capacity, which is targeted to rise to 100 MTPA by 2030 against the national goal of 300 MTPA.The governor said the state grounded 85 industrial projects worth over Rs 2 lakh crore since the new govt took office, creating 1.65 lakh jobs. Since Jan 2025, approvals were granted to 343 large projects with a combined investment potential of Rs 7.1 lakh crore and 4.65 lakh jobs.Citing recent infrastructure approvals, including the Rs 8,300 crore Rameshwar-Paradip coastal highway, the Rs 8,308 crore Capital Region Ring Road, and Rs 2,066 crore semiconductor investment, he said infrastructure remains the "silent enabler" of Samruddha Odisha 2036. He also reaffirmed the govt's push for clean energy, including installation of 10 GW of renewable capacity by 2030.Emphasising the need for skilled manpower, the governor said over 2.6 lakh students were enrolled under digital skilling initiatives since 2023.
