I have seen Odisha government water projects which are not going to take care of water supply and water crisis throughout Odisha and India. Below I have some concrete suggestion. Mr. Naveen Patnaik and the water commissioner should take a note of it.Every city, town, village should have clean drinking water resource and supply system in Odisha. This project should be done by research, analysis and modeling by gathering necessary geography of the locality. This should not be done haphazardly. There should be complete design and planning, maintenance and contingent support. First - In rural area every household should have well, equipped with solar pump and rainwater storage tank. Villagers should come to common well to take water. This should be no, no.Second - Every Panchayat should have sanitary-water supply division responsible for sanitation and water supply to villages under the Panchayat. Panchayat must setup rainwater storage tanks in different places like in rivers, base of mountain and hill and big ponds (pohkari). Third - Odisha has many small and big rivers. Odisha government should install huge water storage tanks like petroleum storage tank to store rain water in rivers and they can be near base of mountains and hills. Water should be supplied through pipe to villages and towns from the rivers following through those geographic area. Example, like Mahanadi river from Sambalpur to Paradip. All the villages and towns near Mahanadi should get water connection from Mohanadi. There should be tap water in every residence of those villages and towns. No body should come to common pipe tap water to take water. This is no, no. There should be facilities for emergency measure. It would wise if the Odisha government setup pumps near Chilika to supply water through pipe to different villages round 200 miles area.Setup desalination plant on the sea cost of Odisha to supply water to different parts Odisha. Very Important: Form sanitation point of view on regular basis the Environment Agency and Health Department should inspect the water quality and report to public. Four months prior to summer season government should be ready for any chronic water crisis. The water supply should be operated by computers. Computers should manage the water supply and looking at computer report and visual verification the maintenance to be done without delay.Don't follow central government,  just get funding and lay out the project according to the suggestion in this comment.
