Shoot at sight is the only solution. Not rubber bullets or tear gas. A law like in the time of British must be reintroduced to arrest and imprison anyone Walking near railway tracks . The tracks can be monitored by UAVs or even quadrocopters and videos can be sent to control room in real time. The Armed escorts of RPF must open fire after a few warning shots. The stone pelting will cease within a week.
