BHOPAL: School education minister

Vijay Shah

on Monday said representation of parents in private school fee regulation committee at district-level could be considered.

The minister said the demand could be considered as new rules are being framed in response to a request from

Madhya Pradesh Parents Association Bhopal

for respresentation of parents on the committee.

"I think parents' shoul have say in the committee, but it may be only possible at district level. Since rules are currently being framed under the Madhya Pradesh Private School Fee Regulation Act, I will look if there is a possibility to include parents in district-level committees," Shah told TOI.

When Shah was asked about the CBSE 2017 guidelines regarding school fee which says "The unaided schools should consult parents' representatives before revising school fee, he said parents cannot directly be part of fee regulation committee.

"As far as rules are concerned, I don't think parents can directly take part in government-constituted committees. As I said if it is request of parents, I will surely check with officials about its possibility," the minister said.

Last week, parents demanded their representatives to be included in the fee regulation committee, which will decide fee structure of private schools under the Madhya Pradesh Private Schools Fee Regulation Act 2017. Members of the association approached Bhopal collector saying their demand was in line with rules of

Central Board of School Education

(CBSE) by-laws.

"According to the CBSE by-laws, parents can be part of school fee regulation committee and can give suggestion regarding fee. Going by CBSE rules, it is mandatory, but the state government has not given us this right," said Prabodh Pandaya, secretary MP Parents' Association Bhopal.

Parents argued the state government directly nominates all members. As there is no representation of parents on the panel, it would make it easier for schools to justify fee hikes to the committee.

Under the Act, schools which wish to charge fees higher than the upper limit fixed by the state government have to apply to the committee for approval.
