Budget presented amid furore in well; Cong stages walkout
Bhopal: Deputy chief minister Jagdish Dewda presented the maiden annual budget of the Mohan Yadav govt on Wednesday amid opposition uproar and continuous din in the House. Throughout the 1 hour 50 minutes budget speech, Congress raised slogans standing, sang bhajans and sometimes sitting in the well demanding the resignation of minister for youth affairs Vishwas Sarang for the alleged nursing colleges scam.

Towards the end of the budget speech, Congress staged a walk-out.
After the budget presentation, minister for legislative affairs Kailash Vijayvargiya proposed to bring a censure motion against the Congress opposition for its “behaviour” during the finance minister’s speech. This proposal was seconded by minister for panchayats and rural development Prahlad Singh Patel. However, the censure motion was not passed in the House today.
Soon as House commenced on Wednesday, LOP Umang Singhar got up from his chair and alleged that former minister for medical education Vishwas sarang gave wrong information to mislead the House during the call attention motion discussion on the nursing colleges scam on Tuesday. Singhar demanded an adjournment motion discussion on the issue.
Speaker Narendra Singh Tomar said that the day was for budget presentation and the budget speech. But the Congress was adamant and all opposition MLAs got up to protest. With this, the ruling BJP’s MLAs also stood up and an uproar started.
Vishwas Sarang said, “They are accusing that I was misleading the House. I have given correct information.”
Speaker told the Congress to follow the rules and approach him later. “I will listen to all and if need be I will give permission for a discussion,” the Speaker said.
Chief minister Mohan Yadav argued that the Congress wants to divert attention. “Enough time was given for detailed discussion on the issue,” Yadav said. Speaker said there will not be any further discussion and asked Dewda to go ahead with the budget speech. Congress started slogan shouting over the nursing scam and the Speaker’s repeated appeals to the Congress to sit down went unheard by the opposition members. Around 11:30, nearly 15 minutes into the budget speech, the slogan shouting Opposition Congress MLAs walked into the well. Thereafter, it was all din with slogan shouting and Jagdish Dewda’s speech. All that could be heard was certain statistics that Jagdish Dewda shouted into the microphone.
Speaker Tomar observed that the behaviour of the opposition was inappropriate. He then adjourned the House till 11 am on Thursday.
