BANGALORE: The CBI on Monday chargesheeted three police officers - retired ACP T.G. Sangram Singh, inspector Valli Basha and sub-inspector V.A. Khan - for their alleged role in the stamp paper scam.
The chargesheets were filed in the nick of time. Failure to file these on Monday would have allowed the accused police officers to obtain bail.
The CBI charged Sangram Singh for conspiring with the perpetrators of the stamp paper racket to counterfeit and sell government stamps, forgery and harbouring criminals.
Singh has been charged with crime No. 109/97, registered with the City Market police.
Sangram Singh, who was station house officer at City Market in April 1997, raided the Shalimar Lodge and arrested five persons. Another person, Abdul Kareem Telgi''s brother Raheem, too was arrested but was let off after Sangram Singh allegedly received a bribe from Telgi. The CBI also filed a chargesheet against Syed Mohiyudeen, an aide of Telgi.
Like Sangram Singh, Basha and Khan have been charged with criminal conspiracy to sell fake stamp paper in crime No. 17/98, also registered with the City Market police. Basha and Khan have been additionally charged with illegal confinement.
Basha and Khan are accused of acting on Telgi''s orders and falsely implicating some persons considered to be the kingpin''s rivals. They showed fake stamps provided by Telgi as the seizure made from the falsely implicated persons.
The CBI also charged Telgi in this case and sought a warrant for his production. Telgi, presently lodged in a Pune jail, is yet to be shown as arrested in this 1998 case. In both cases, the CBI sought permission under Section 173 (8) of the CrPC to continue investigation.
Sources said this had been done to ascertain more facts like the amount and benefits doled out by Telgi to the police to get favours.
The police officers had been arrested by the CBI on July 7 and were produced in court on July 8. The case has been listed for October 16.
