bangalore: the karnataka high court on thursday ordered issuance of notices to the state and union governments and others in the wake of a writ petition seeking strict compliance of article 48 of the constitution with regard to protection and development of livestock in the country. chief justice n.k. jain and justice n. kumar admitted a writ petition filed by a city advocate h.r.
vishwanath contending that the authorities were not taking any action to protect and develop livestock, particularly cows, buffaloes and other cattle. he contended the cattle were being transported to slaughter houses in the most inhumane manner. this violated of the provisions of the prevention of cruelty to animals act. on account of the inaction on the part of authorities inspite of the constitutional mandate under the article 48, the cattle wealth of the country was dwindling. notice against distillery: chief justice n.k. jain and justice n. kumar ordered issuance of notices to the state government, excise authorities and others on a writ petition filed by n. balakrishna and two others of mandya district seeking a direction to stop and prevent the construction of a distillery on the banks of veera vaishnavi river in their village. the petitioners contended the company sreenivasa distilleries ltd., of which l.a. shivrame gowda, an ex-mla was a partner and it was being constructed on the banks of the river. "they had not secured the clearance and the permission of the pollution control board. the illegal construction was going on with political influence," the petitioners alleged. writ against power to unit: the same bench ordered issuance of notices to the kptc and other respondents on a writ peition filed by ayesha haroon gove of darbargalli, belgaum city, seeking a direction to kptc to stop the supply of electricity to four industries being run by one nazir ahmed aga and three others in the lane. they had not obtained any licence to run the unit. but, the kptc had granted supply of power, which was illegal, contended the petitioners and sought for the stoppage of power to respondents.
