According to the order issued by governor Thawar Chand Gehlot on January 11, Bengaluru Metropolitan Land Transport Authority Act, 2022 will cover the 'urban mobility region' in Bengaluru. However, it is still unclear which all areas (BMRDA, BBMP, BDA, etc) fall under Bengaluru Urban Mobility Region (BUMR).

"The state government may, by notification, declare BUMR from time to time, by specifying its territorial limit for the purpose of applicability of this Act. A map showing the boundary of BUMR as declared under this section shall be published in at least two English and two Kannada newspapers, having wide circulation, and be advertised in electronic form, social media and website," the order said.

At present, multiple institutions or agencies are responsible for planning, developing, implementing and managing activities relating to urban mobility in the city and its surrounding region.

Activists have urged the government to establish the authority without delay. Satya Arikutharam, independent urban mobility expert, said: "The state should quickly issue a notification to establish BMLTA, convene the first meeting to constitute the executive committee and start functioning. It should also confirm timelines to draw rules and regulations for effective implementation of the Act."
