AHMEDABAD: Setting aside the age old custom of writing annual confidential reports (ACRs), now the government has decided to assess the work of their class 3 employees through a comprehensive performance based evaluation system assessing their work output, personal attributes and functional competency. Results of this will pave way for their increment and promotions.
This has been done to bring in more transparency and accountability to the government system. Last year the performance based appraisal was introduced for Class 1 and Class 2 officers of the state government.
From 2015-16 all class 3 employees, secretariat and non-secretariat cadre, will included in the new performance based evaluation system.
“Instead of ACRs that were written by superiors, the class three officials will now be vetted based on how efficiently they have processed the task assigned to them and their overall attitude towards work,” said a senior official of the General Administration Department (GAD).
“The appraisal forms will be like that in corporate offices where employee will evaluate themselves and the immediate reporting authority gives his rating based on employee’s evaluation. This will bring more transparency and the superior officer will not be able to discriminate between employees,” he added.
The evaluation will be done for 100 marks with 25 marks for work output, 50 marks for personal attributes and final 25 marks for functional competency.
Also, the dates for self-assessment, assessment by reporting authority and review by the superior have been fixed. Unlike previous systems where reporting and reviewing authorities had upper hand and would delay writing ACRs of some employees.
