Parmar was an engineer with the LIC and was suspended on corruption charges two years ago. In his six-page suicide note, Parmar had blamed five LIC officials and two Rajkot-based contractors for driving him to suicide. He had charged some of the officials with nurturing an anti-Dalit bias.

Payal was in college and Nisha in Class XI at Amrut School. A case of accidental death has been registered but the police may book the named LIC officers under the Atrocities Act. "The suicide note cannot be ignored," said DCP Shamsher Singh.

The note begins with the date October 20 though the entire family signed off on October 23, suggesting that it may have been written over three days.

The family drank ''Gamax20'', an insecticide, by mixing it with soft drink, said joint commissioner of police PC Thakur. Four bottles were recovered from the room.

On Wednesday, some boys noticed a strong stench coming out of the house. In no time, the entire neighbourhood collected and the police were informed.

Parmar was suspended from the LIC two months after two Rajkotbased contractors — Mavji Dahyabhai Vaniya of Vijay Construction and KC Anjaniya — filed a complaint against him in July 2002, says Singh.

Parmar named LIC officials AK Choudhary, PB Upadhyay, besides one Banerjee, AK Shukla and executive engineer RK Mishra in his note. Some of these officials are now posted in Mumbai. "This is preplanned conspiracy by some vested interests who are responsible for this episode," says his note. Police said Parmar was charge-sheeted on October 6, 2004, which was the immediate provocation for the extreme step. He had made several representations to the National Commission of Scheduled Castes (NCSC) and other fora against his suspension.

Neighbours claimed to have last seen the Parmars on Sunday. Rajan Kapadia, a relative, said Nisha seemed "perfectly normal" when she visited him on Sunday.

In Rajkot, one of the named officers, Upadhyay, said, "There were some irregularities in clearing some bills and investigation found Parmar guilty, hence he was suspended."

The senior divisional manager of LIC, MS Solanki, said, "According to my information, Parmar had collected money from the contractors and given receipts for material which were never bought. The photo copies of the receipts are with the department."

Former state minister and NCSC vice-chairman Fakir Waghela said, "As soon as I got his petition, we wrote to the LIC asking them to apprise us of the facts".
