VADODARA: After discussing with the representatives of the GEB engineers Association (GEBEA), the GEB board has approved a recruitment scheme that will enable engineers to get fast promotions at various levels, association secretary HS Patel told TNN on Monday.
This follows stagnation at various posts where the promotees have short tenure before retirement. So the GEB took intiative in discussing the matter with association, Patel said.
The approval means a departure from the promotion scheme based on seniority -cum -merit under which a junior engineer has to wait for over ten years to be promoted as deputy engineer.
Similarly, a deputy engineer has to wait for more than ten years to become executive engineer. And promotion of executive engineer to the post of superintending engineer is considered as per merit -cum -seniority and even that takes aftr ten years. All this leads to stagnation at various levels.
And on the other hand, officers at the level of additional chief engineer and chief engineer have short tenure prior to retirement.
Member administration G Mahapatra, member technical PH Rana, secretary Patel, general manager A D Karpe and senior officials like S V Sapre, executive director took part in the discussions.
Pursuant to the discussions during the industrial relations committee meeting on May 25- 26, 1978, the scheme of direct recruitment in the category of deputy engineer to the extent of 20 per cent has been agreed upon and this scheme is in vogue .
After 24 years, the board has endorsed this scheme keeping in view the existing criteria for selection of deputy engineer under direct recruitment quota. It has given guidelines for selection.
The board also approved recruitment through departmental selection even at the level of executive engineer and superintending engineer. This scheme comes into force immediately, said Patel.
