MUMBAI: Expressing reservations over farm loan waiver schemes,

State Bank of India

Chairman Arundhati Bhattacharya on Wednesday said such sops may disrupt credit discipline among borrowers.

Ahead of the recently concluded assembly elections in Uttar Pradesh, the BJP had promised to bring in a loan waiver scheme for farmers in the state, if its voted to power.

"We feel that in case of a (farm) loan waiver there is always a fall in credit discipline because the people who get the waiver have expectations of future waivers as well. As such future loans given often remain unpaid," Bhattacharya today said on the sidelines of an event organised by Confederation of Indian Industry here.

"Today the loans will come back as the government will pay for it but when we disburse loans again then the farmers will wait for the next election expecting another waiver."

She said the bank has not received any proposal to waive off farm loans in Uttar Pradesh.

Bhattacharya said though it is important to support farmers but it has to be done in a way which does not disrupt credit discipline among them.

"When we are trying to ensure that the farmers do well it is important for us to make credit available to them so that they can leverage and do better and for that it is important to have credit discipline," Bhattacharya said.

The country's largest lender had recently announced a one time settlement (OTS) scheme worth Rs 6,000 crore in the tractors segment to speed up its recovery. The bank has also announced such OTS scheme in education and SME segments.

"We do give OTS in respect of many loans which are outstanding for a long time and people may have had some difficulties," she said.

Bhattacharya said the recovery due to OTS scheme in these segments have been fairly good.

If anybody has a similar problem like mine, please reply here.I had used the credit card of HDFC Bank for making payments from May 2013 to March 2017.The usage (the cash used by me from Credit Card) has been Rs 1,46,232 and paise 51. The repayment including the taxes have been Rs 2,77,991 and paise 40. The outstanding (the amount I have to still pay the bank) at the end of last month is Rs 60,829 and paise 46. The taxes have been Rs 19,973 and paise 13.The latest payment made by me this month (March 2017)has been Rs 7,100, which is still not reflected in the outstanding amount (it will be reflected in the next statement.)Thus, I have to pay a total of Rs 3,38,820 ( of which Rs 2,77,991 has already been paid and I still have to pay another Rs 60,829 which is still outstanding) in order to pay back Rs 1,46,232 used by me with the Credit Card of HDFC Bank (from May 2013 to March 2017).In addition to this, I have to also put up with the numerous phone calls from different employees/agents of the bank. Three people have already visited my house demanding the payment or to enquire about the delay in payment. Most often the telephonic conversations are not polite. They have charges like(1) Cash Advance Fee, (2) Finance Charges, (3) Payment Return Fee, (4) Overlimit Fee, (5) Late Fee, (6) Consolidated FCY Markup Fee.Those who are faced with a similar problem, please reply here and I will give you my contact details so that we can mutually discuss our common problem to see what can be done to sort it out including approaching the Reserve Bank or the concerned authorities or to have recourse to the legal route. I will send you my bank statements once I know you are a genuine person with the same problem. Also, I request you to record the telephonic conversations with the employees/agents of the bank with regard to these matters.
