The Ministry of Road Transport & Highways of India (MoRTH) has asked states to register vehicles owned by people with disabilities under the ownership category of "Divyangjan" and extend necessary tax benefits.

The Ministry of Road Transport & Highways of India (MoRTH) has asked states to register vehicles owned by people with disabilities under the ownership category of "Divyangjan" and extend necessary tax benefits, instead of providing these benefits on only new and adapted vehicles.
The circular mentioned that persons with disabilities who own a vehicle and hire a driver should not be deprived of getting the vehicle registration under the "Divyangjan" category.
This means that the ownership of the vehicle will be the deciding factor for registration under the "Divyangjan" category, not the type of vehicle.
The ministry issued the circular on Friday after receiving several complaints citing how the state registering authorities were not recording ownership type as "Divyangjan" in the registration certificate of vehicles owned by persons with disabilities. This deprived them from availing GST and road tax benefits, as well as exemptions such as paying toll on highway that the government offers.

MoRTH has highlighted that the state authorities cannot refuse such an application. Moreover, the conditions include a person with disability hiring a driver with a valid Driver's License (DL). Secondly, a Divyangjan may not be able to afford a new vehicle and once he/she applies for registration of the vehicle in their name, it should be registered under the ownership category of "Divyangjan. The third condition is of a vehicle owner becoming physically disabled and then applying for change in the ownership category.
Do note that vehicles owned by people with over 40% disability are eligible to be registered under the "Divyangjan" category of ownership.
